Why limiting my upload bandwidth kills my download speed?

Only thing I ever do is limiting my download speed to 2KB/s during the day due to the stupid limits that we have here with my ISP.
From 0h00 to 10h00 I can dload double for the same price. In total I only' have 70 GB/month but that's all gone after 2 days if I wouldn't limit it a little.

If you never upload you never have to limit your upload with a third party app.

No upload works as a charm...BUT, seems there's always a little bit of uploading, how come?
It's not anything worth mentioning but still.
Yesterday I downloaded approximately 3Gig and uploaded some 10MB.
No upload enabled on all downloads, so where does those 10MB make themselfs usefull???

What this means is, exactly what you meant:
If you have a maximum of 60kb/s upload, you should limit you upload in azureus to 50kb/s. This gives the programme more overhead bandwidth to initiate transfers, and talk to trackers.
If it doesnt have this overhead, negotiation with other peers will take long, and download speeds will drop.
