Activate upload for certain files only

Hi there,

I am using a no upload configuration in general, however I would like to disable the "no upload" feature for a few files where I feel no copyrights are violated in order to support the community.
Unfortunately I can't seem to get this to work, since it seems I have to enable uploading in general which also means that other files I do not want to share are being uploaded.

Does anyone know how I can get this to work?
